Methodological guidelines

In this page, we display the key components (named Subfactors) of the chosen Enabling Factor. As shown in the figure below, each Subfactor has been associated to a number of relevant Transition Variables. For measurement purposes, each Transition Variable is associated to a number of proxies: quantitative or qualitative indicators that can be used by an analyst willing to evaluate the state or the progress of that Variable across time.

It is important to stress that the above set of Transition Variables is only exemplary, same goes for the corresponding proxies. However, the potential significance of both has been validated by several international experts using the Delphi method and also by the stakeholder interaction activities done within the MESOC City pilots.
